Sin embargo, los datos disponibles no permiten concluir que existe un impacto positivo en relaci\u00f3n a dichas variables. Por ello, se ahonda en la principal dificultad que enfrentan los gobiernos regionales y locales para incrementar su competitividad, la cual est\u00e1 relacionada intr\u00ednsecamente con la capacidad de ejecutar proyectos. Mediante el uso de datos estad\u00edsticos, a nivel subnacional, se analiza la evoluci\u00f3n del gasto en inversi\u00f3n p\u00fablica y su composici\u00f3n, y la presencia del recurso humano id\u00f3neo para la ejecuci\u00f3n de proyectos.
